Freedom of Expression

At the California State University, the Time, Place, and Manner policy reflects the university’s commitment to encouraging academic freedom, community engagement, and the free exchange of a wide variety of diverse ideas, while still preserving interests such as campus safety and security.

The First Amendment prevents the government from regulating speech based on its content or viewpoint. However, the Supreme Court has held that the time, place, and manner of speech may be regulated, as long as such regulations remain content-neutral and narrowly tailored to serve a governmental interest.
